Show the calculation
  1. Product volume = 1 × 9 × 7 × 3 in = 189 in³
  2. Empty space ratio = (box volume − product volume) ÷ box volume = (840 in³ − 189 in³) ÷ 840 in³ = 77.5% (inside)
  3. Outside size ≈ inside + 2 × caliper on length and width, + 4 × caliper on height = 14.32 × 10.32 × 6.63 in, so empty space = 80.7% (outside)
  4. Blank length = 2 × (L + t) + 2 × (W + t) + glue tab = 2 × (14 in + 0.1575 in) + 2 × (10 in + 0.1575 in) + 1.25 in = 49.88 in
  5. Blank width = (W + t) + (H + t) = 16.32 in; area = 5.65 ft²
  6. Board per box = area × 122.5 lb/MSF = 11.1 oz
  7. Right-sized box: items packed as a one item of 9 × 7 × 3 in, plus 0.25 in clearance on every side = 9.5 × 7.5 × 3.5 in
  8. Right-sized blank = 35.88 in × 11.32 in = 2.82 ft² = 5.5 oz
  9. Carbon = board saved × 491 kg CO₂e per tonne = 347 lb → ≈ 170 lb CO₂e

About this estimate

  • A planning estimate for regular slotted cartons (RSC). Product volume is the outer size of each item; void fill counts as empty space.
  • The EU check follows Regulation (EU) 2025/40 Article 24. The official measuring method is due in an implementing act, so treat it as a guide, not legal advice.
  • Board weight leaves out starch glue, print and ink. Carbon uses FEFCO’s European average for corrugated packaging.

What is packaging material waste?

Packaging material waste is the board, void fill and shipping space used beyond what a product needs. An oversized shipping box wastes material three ways: its larger blank needs more corrugated board, its empty space has to be filled with paper, air pillows or foam, and its larger outside size raises the dimensional weight carriers charge for.

This calculator measures all three for the box you use now, then designs a right-sized box around your product and shows what it would save on every box and across a whole order.

How to calculate the empty space ratio

Empty space ratio = (box volume − product volume) ÷ box volume × 100%

Measure the product as the outer size of each item, multiply by the number of items, and compare it with the volume of the box. Anything in the box that is not the product, including void fill, counts as empty space.

Worked example

A 9 × 7 × 3 in product has a volume of 189 in³. Shipped in a 14 × 10 × 6 in box (840 in³ inside), the empty space ratio is (840 − 189) ÷ 840 = 77.5%, or 80.7% measured outside, well above the 50% EU limit. A right-sized 9.5 × 7.5 × 3.5 in box with ¼ in clearance per side is 24.2% empty (40.3% outside), uses 50% less C-flute board (5.5 oz instead of 11.1 oz) and saves about 347 lb of board and 342 ft³ of void fill on 1,000 boxes.

The EU 50% empty space rule (PPWR)

The EU Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40 (PPWR), applies from 12 August 2026. Its Article 24 says that businesses filling grouped, transport or e-commerce packaging must keep the empty space ratio at 50% or less.

  • When: from 1 January 2030, or three years after the Commission adopts the implementing act on the calculation method, whichever is later. The implementing act is due by 12 February 2028.
  • Empty space: the difference between the volume of the packaging and the volume of the products inside it.
  • Filling material counts as empty space: paper cuttings, air cushions, bubble wrap, foam fillers and polystyrene chips, for example.
  • Scope: the limit does not apply to sales packaging that is also used as e-commerce packaging. Read Article 24 for the full scope and any other exemptions.

Until the measuring method is published, the calculator reports the ratio measured with both the inside and the outside size of the box. If both are at or below 50%, your box is within the limit whichever method is chosen.

How much board does a box use?

A regular slotted carton is cut from one rectangular blank: four side panels in a row plus a glue tab, with top and bottom flaps each half the box width. Measured along the middle of the board:

  1. Blank length = 2 × (L + t) + 2 × (W + t) + glue tab
  2. Blank width = (W + t) + (H + t)
  3. Board weight = blank length × blank width × board weight per area

L, W and H are the inside length, width and height, and t is the board caliper. A box maker’s exact blank may differ by a few millimetres because of scoring allowances.

The take-up factor is the length of fluting medium in one length of board. Combined weight = liners + medium × take-up; the starch glue adds a little more.

How to reduce packaging material waste

  • Right-size every box. A box built around the product cuts board, void fill and dimensional weight at the same time. Use the Box Size Calculator to turn product sizes into box sizes.
  • Pack several items together. Grouped items fill a box better than single items in separate boxes.
  • Turn the product. A box that holds the product on its side often needs a smaller blank because the flaps get shorter.
  • Protect with fit, not fill. A snug box with an insert usually needs less material than a loose box full of void fill.
  • Use the lightest board that is strong enough. Check stacking strength with the Box Strength Calculator before you move to a lighter grade.
  • Keep a short range of sizes. A few well-chosen sizes cover most orders without falling back on one oversized box.

Packaging waste FAQ

What does a packaging waste calculator do?

It compares your product with the box you ship it in. This one shows the empty space ratio, the void fill and board each box uses, and how much a right-sized box would save per box and per order.

How do you calculate empty space in a box?

Subtract the product volume from the box volume, then divide by the box volume. A 840 in³ box holding a 189 in³ product is (840 − 189) ÷ 840 = 77.5% empty space.

What is the EU empty space ratio limit?

Under Article 24 of the EU Packaging and Packaging Waste Regulation, grouped, transport and e-commerce packaging may have at most 50% empty space, from 1 January 2030 or three years after the calculation method is adopted, whichever is later.

Does void fill count as empty space?

Yes. Under the PPWR, filling materials such as paper, air cushions, bubble wrap and foam count as empty space, so adding more void fill does not lower the ratio. Only a smaller box or more product does.

Is the ratio measured with the inside or outside size of the box?

The exact method will be set in an EU implementing act. The calculator shows both. Measured outside, the ratio is always a little higher because the board walls are included.

How do you calculate how much cardboard a box uses?

For a regular slotted carton, the blank is 2 × (L + W) plus a glue tab long and W + H wide, with one board thickness added to each dimension. Multiply its area by the board weight per square metre or per thousand square feet.

How much does a corrugated box weigh?

It depends on the size and the board. A 14 × 10 × 6 in single wall C-flute box uses about 5.65 ft² of board at about 122 lb/MSF, so it weighs roughly 11 oz.

What is a right-sized box?

A box sized to the product plus a small, deliberate clearance. It needs less board and void fill, is less likely to let the product move, and has a lower dimensional weight.

How much clearance should a shipping box have?

About ¼ in (6 mm) per side is a common starting point for sturdy products. Fragile items need more room for cushioning; enter the clearance your protection needs.

How does right-sizing lower shipping costs?

Carriers charge the higher of actual weight and dimensional weight, which is the outside volume divided by a divisor such as 139 in³/lb. A smaller box has a lower dimensional weight.

How is the carbon saving estimated?

The board saved is multiplied by FEFCO’s European average footprint for corrugated packaging, 491 kg CO₂e per tonne. It covers the board only, not void fill or transport.

Can BoxNovo make right-sized boxes?

Yes. Select Request right-sized boxes to send your report with your quote request.
